John Coan, formerly of Banc of America Securities and UBS, joined Piper Sandler in 2009 to head the firm’s national transportation group. Coan offers over 35 years of experience in public finance, with an expertise in the transportation sector, including airports, state departments of transportation (GARVEEs, toll roads, gas tax) and seaport financings. Since 2009, Coan has participated in approximately $16 billion of transportation-related issues.

Coan’s past airport experience includes financings for the Minneapolis-St. Paul Metropolitan Airports Commission, Omaha Airport Authority, State of Hawaii DOT Airports Division, Metropolitan Washington Airports Authority, Dallas-Ft. Worth International Airport, Louisville Regional Airport Authority, San Francisco International Airport, Baltimore-Washington Airport, Charlotte Douglas International Airport, Raleigh-Durham Airport Authority, the New Orleans Aviation Board, Allegheny County Airport Authority, City of Chicago O’Hare Airport and the Gulfport-Biloxi Regional Airport, among others.

Coan’s senior- and co-managed surface transportation experience includes several financings for various state departments of transportation. This work includes leveraging federal grants in the form of GARVEE bonds as well as leveraging the highway trust fund, comprised mainly of gas taxes and vehicle license fees. Coan has completed financings for the Texas Department of Transportation, the Arizona Department of Transportation (both HURF and RARF programs), the Missouri Highways and Transportation Commission, the Mississippi Department of Transportation (GARVEE), the North Carolina Department of Transportation (GARVEE and Appropriation credit), the Maryland Department of Transportation (GARVEE), the Oregon Department of Transportation, the Georgia State Road and Tollway Authority (GARVEE) and the State of Rhode Island Economic Development Corporation (GARVEE). Other surface transportation experience includes financings for the North Texas Tollway Authority and the Central Texas regional Mobility Authority. His work for these clients includes fixed-rate financings, variable-rate financings, interest rate swaps, restructurings, and the development of new master trust indentures.

In addition to his expertise with airport and surface transportation issuers, Coan also has extensive experience working with both public port authorities and private companies financing port-related facilities. Most recently, he has participated in financings for the Virginia Port Authority, the State of Hawaii Department of Transportation, Harbors Division and the Port of New Orleans.
